Eligibility criteria: This program is available strictly for municipalities, hospitals, and university / higher-education institutions holding a minimum Moody's credit rating of "A" (A1, A2, A3, Aa, Aaa) or equivalent investment grade. All funding is subject to eligibility, project underwriting, and applicable approvals by the funding partner.
How It Works

Turnkey Design-Build, Contractor-Financed

The program follows a Turnkey EPC+F (Engineering, Procurement, Construction + Financing) model, structured as a Public-Private Partnership (P3) or project finance.

Contractor / Developer Provision

The general contractor or EPC firm uses external credit lines, private equity, or specialized credit facilities to fund 100% of initial design, site preparation, and construction costs.

Bank Financing & Credit Backing

A commercial or investment bank extends financing based on the creditworthiness of the obligor, the guaranteed maximum price (GMP) contract, or future pledged cash flows and lease payments.

Turnkey Delivery

The project is completed to spec before full operational responsibility is transferred. Upon substantial completion, the institution services the debt through agreement-backed payments such as availability payments, lease-purchase payments, or revenue bond distributions.
